Born at Stowmarket, the son of the Rev Dr Owen, who was for many years Rector of Beccles in Suffolk, and was educated at Beccles under Mr Crowfoot and at St Bartholomew's Hospital. Settling first in practice at Mattishall, Norfolk, he removed in 1841 to Oxford, where he continued to the time of his death, when he was Hon Surgeon to the Oxford Lying-in Institution as well as Corresponding Member of the National Vaccination Institution. He was for some years an active member of the Oxford Local Board of Health and took much interest in public matters. He died at his residence, 30 Beaumont Street, on January 28th, 1880.
