Born on 22 November 1885 at Leicester, the son of Samuel Bilson Noon, solicitor, he was educated at Blair Lodge, Stirling, and at St Bartholomew's Hospital, where he served as house surgeon to Sir Holburt Waring and Sir Charles Gordon-Watson, and as chief assistant in the gynaecology department under Sir Francis Champneys in 1915. He was also house physician at the Royal Northern Hospital. He was surgical director of the Norfolk War Hospital at Thorpe during the war of 1914-18, and was created OBE in 1919. After the war he practised at Norwich. He was elected assistant surgeon to the Norfolk and Norwich Hospital, where he became senior surgeon, and consulting surgeon on his retirement in 1955. He was also surgeon to the Ministry of Pensions orthopaedic clinic and limb-fitting centre. He acquired a very large practice in Norfolk and north Suffolk, and was surgeon to the Norwich Maternity and Jenny Lind Hospitals and the West Norwich Hospital, and to the hospitals at Beccles, Halesworth, Hellesdon, Little Plumstead, Lowestoft, and Thorpe. He bought his own supply of radium, and was the first surgeon who used radium in the hospitals in Norfolk. He was made group adviser for Norfolk to the Ministry of Health under the Emergency Medical Service 1939-43, and subsequently deputy regional adviser. Noon married in 1921 Cecily, daughter of F W South, who survived him with their son, Charles Frederick Noon FRCS. He died at 6 Ipswich Road, Norwich on 19 January 1957 aged 71; the funeral was at St Mary's Church, Knighton, Leicester; a memorial service was held at Norwich. Noon's character was forceful and independent, his manner abrupt, and his talk pungent. His opinion and abilities were in great demand in Norfolk. His tastes were cultivated, and he collected silver, ivory, and rare books. His library of writings and memorabilia of Bart's men was extensive, and he retained his connection with his old hospital.
