Details
Born at Coonoor, in the Nilgiri Hills, Southern India, on April 2nd, 1870. He was educated at St Bartholomew's Hospital, and entered the Indian Medical Service on July 29th, 1893, becoming Lieutenant-Colonel after twenty years' service. Having been six years in military employment, he took civil employ in the province of Madras, and was District Medical and Sanitary Officer in 1899. In this capacity he was appointed to Vizagapatam in July, 1908, where he was also Superintendent of the Medical School and Lunatic Asylum. He was appointed Durbar Surgeon of Mysore State in June, 1912, and reverted again to the Army during the Great War (1914-1918). He had previously served in small campaigns in Burma (1894-1896), on the North-West Frontier in the Tirah Campaign (1897-1898), in the Bara Valley operations (Medal with Clasp), and in China in 1900 (Medal). When Administrative Medical Officer of the Kohat Brigade he was shot dead in his bungalow at Kohat, on the North-West Frontier of India, on November 15th, 1920. Mrs. Foulkes was badly wounded at the same time, and was carried off by the tribesmen who were the murderers, but was afterwards released. Foulkes had received the Star of Nepal a few days previously.
