The son of William Parker, Medical Officer of Health for the Aston Union, who practised in Aston Road, Birmingham, where he was born. He was educated at Heathfield Road School, Handsworth, under the Rev Daniel Walton, and afterwards attended the medical and surgical practice of the Birmingham Genera

Practised at Trinity House Lane, Hull, and was Surgeon to the Hull General Infirmary and to the Lying-in Charity. He was also Lecturer on Anatomy at the Hull and East Riding of Yorkshire Medical School. Late in life he was living at Hessle, Yorkshire, where he died in or before 1860.
