The only son of James Mathias Phillips, MD, and of Mary Anne Powell, his wife; born at Tir Caradoc Taibach, Glamorganshire, on July 28th, 1871. He was educated at Epsom College and was admitted a pensioner at Gonville and Caius College, Cambridge, on October 1st, 1889. Here he was a scholar from mid
